The Idaho 1/4 Goldback was the first quarter denomination ever designed. At its forefront stands the virtue Justitia. She is the classical personification of justice, which has been used for centuries to represent fairness over power. She carries raised scales for weighing truth and a lowered sword to show restrained authority. A blindfold covers her eyes to demonstrate impartial judgement.

The design is layered with Easter eggs that reflect Idaho’s history and values. The elk and cornucopia from the state seal appear on Justitia’s belt, representing strength, abundance, and stewardship over the land. A syringa (the state flower) is woven into her hair, and a monarch butterfly (the state insect) flies beside her. They highlight renewal, balance, and order in the natural world. Hells Canyon stretches behind her, one of the deepest river canyons in North America. Its rugged terrain reminds us that fairness is forged in demanding environments.

Together, these elements reveal that the virtue of justice is ingrained in Idaho's land, history, and people. Written along the bottom of this denomination is the enduring principle: “Judge righteously.” from Proverbs 31:9.
